2.  What blocks success today?
In this phase, we identify what performances matter, what barriers impede them, and examples of the critical mistakes which the solution should target.
 
3.  How can we cost effectively achieve success?
In this phase, we define an efficient blended learning solution. As appropriate, we specify a combination of the training, performance support, communications, and other interventions to cost-effectively enable employees to meet their performance goals.
 
4.  How can we implement and ensure ongoing success?
In this phase, we prepare clients to put the solution in place. We define an implementation plan, identify and determine how to manage risks, articulate how to evaluate impact, and specify how to continually improve the solution over time.
